This website is intented to help a young person (or anyone really) get started building a simple website. Perhaps, for example, a school project or report.

It is built using Publii, the same tool that the instructions in this guide recommend. Publii is a free open source Content Management System. Open Source means that anyone can see how the software was made and (in this case) are free to modify it or produce there own version (if the would like to, and so long as some credit/reference is made to the original authors, follow the Open Source link above for more details).
